The result was that the Elemental manifested in his world, but it was still the same creature it had been there [on fire plane]. This particular one was a bird, and it had the intelligence and mentality of a bird.

Then we have one Elemental per Sorcerer rule. And next we have Tarrin's discussion with all four Elementals. Good, intelligent discussion. And all four have their personality. How it can be? Or have I missed something.

Perhaps they take on the intelligence of the forms, abit like how Tarrin turns into a cat and his cat side comes out, he can be more cat than human.

If they are placed in humanoid form, then their true intelligence can take more precedence. So they are no longer dumbed down
