Werecats and The "ALL"

We know thar Tarrin draws up on his Druid abilty to use the all by accessing it through His "cat' half. My Question is do all werecats as well as other were`s do the same ? Or is this something only Tarrin does because of the problems he had learning to control his abilties as a Weavespinner.Sorry Fel it`s just another one of those weird randmon ideas my twisted mind comes up with. LOL
