Yep, i think that's pretty obvious. I suspect there might be a couple month gap between Conviction and Retribution because the Karinnes and other Confederate members need to install the IP armour system before they begin the operation. But i figure the book will start before they finish installing the system. You usually don't start a book by jumping straight to the exciting parts.

Since they have some time, they would first fully refit their military with front line gear, as well as build up stores of disposable weaponry that could be used against either the syndicates or the consortium. While these logistical concerns were being dealt with, there would be deep and extensive scouting of andromeda. The biggest issue the more activities that occur, more likely the dreamers could warn the enemy.
To my knowledge, the dreamers were moved from their planet and secured On a moon. Both locations might be needed so taken from the enemy.
