The Answer to why they could sense Tarrin is that Tarrin didnt learn how to hide his pull on the weave till he was on the way to deliver the fire staff. He was letting the weave flow through him to keep himself warm. Naomi let him know that this effective hid his pull on the weave and let him stay hidden.
