Although I do believe phpbb might support personal rank names, though I'm not sure. Could be mistaking that with another forum frontend.

You can only grant admin rights to those with the Admin rank. I can grant moderation, etc rights to others if I add them to a Moderators group or give them moderation rights to specific forums.

*shrug* I can't say that I have extensive experience with phpbb itself, mostly superficial and researched, I've only had deeper experience with other boards.
Most of them allow to give single people rank titles with their own names without removing them from the current group they're in. Or give them admin without explicitly saying so in the rank title. Usually this isn't done through the frontent forum admin, but the backend admin though.
Or, as I mentioned, to simply create a second admin group with the same rights, but a different rank title. Again this would be done through the backend tools, not the frontend panel.
