My favourite is Baen books: http://www.baen.com/library/
They have free books and also quite cheap eBooks.

They also have a very generous offer for those in the community with disabilities especially Vets.

Most of those free books from Amazon, B&N, iTunes etc are from Project Gutenberg where you can find a huge selection of out of copyright books in ePub, Kindle, HTML and plain text formats. Also check out the national libraries of various countries and university sites for rare books with limited distribution. Oh and Google Books.

Actually the ones I found on B&N are NOT from Project Gutenberg. Most of them are pieces of crap that some how people thought would be fun to self publish. Here is an example:
A Jalapeno for the Vampire

There is tons of books like that for free on B&N. You have to keep in mind that Amazon and B&N now have a self publish system and a lot of crap is now on them instead of the way it used to be of mainly Project Gutenberg copies. However there is some good books mixed into the crap you have to wade through.
