Have we ever come across any of these, deployed by the various races?
I vaguely remember various nations having some of their own telepaths , but other than that not much.I know there's a thread on a similar subject somewhere , but i don't think we have actually have defined what these counter measures are.

Yes, but I can't remember exactly where it was. Somewhere, Fel told us in the story that the only thing that could counter a telepath is another telepath.
